to acknowledge the receipt of your letter of the

19th September applying for a further advance on

account of the pension which you receive from Hongkang

2. The Secretary of State has carefully

considered your request, but he regrets that he is

unable to comply with it, as the advance which has

already been made to you is in itself a special con-

cession and contrary to the usual practice of this Department.
